Call this API to create a new delivery, and receive the links to upload the corresponding files

This API creates a delivery entry in the system, and gives back Google Buckets Signed URLs so that the files can then be uploaded in a separate and safe way.

Required if "cut" is "MONTHLY". Defines the month for which the credits are reported. Format example "2025-12-29"
